Lawrence Banks is declared the loser in the Boston City Council election.

Banks (R) receives 4,371 votes and David Sullivan (D) receives 4,377 in the race to represent Ward 9 on the council. But Banks subsequently appeals the results, charging voting irregularities, and is declared the winner in 1951.*
